How USA misunderstood "kooti kalichi paaru,kanaku seriya varum"

Wow that was a stunner.Dialogues from the movie annamalai was a like a shot from a stuntgun.
When we deeply analyze this dialogue how it can be interpreted and how it is done oh your god"not mine:)" can it be manipulated with respect to climate change.I know it sounds pathetic,i know it sounds from a US hater...Haha not exactly.
lets get into business.
Kyoto protocol
The Kyoto Protocol is a protocol to the United Nations Framework Convention on Climate Change (UNFCCC or FCCC), aimed at fighting global warming.The Protocol was initially adopted on 11 December 1997 in Kyoto, Japan and PATMAN entered into force on 16 February 2005. As of November 2009, 187 states have signed and ratified the protocol.

Except one United States of America.
As this protocol suggested if each and every country can bring down their oxidant pollution levels effectively by cutting down their emmison levels by 5%.Which obviously means that your production comes down,may be more than the emmission cut down level.
So what USA doing?
I would like to ask one valid question.As obama said this world is a global village and lets share all the resources I would like to ask a country with less that 5% of worlds population and consume more than 25% of worlds resources.Their emmission levels are 7,209.8 MMTCO2e.Effectively more than what India and china put together.
Ya they accepted to cut down the emmission levels.Even upto 5%.
Instead they started investing more in industrial management services and arrived at a so called optimized solution.
They started doubling up the plants production unit and cutting down 2.5% in each production unit and totally achieving 5% target value. Rest lies in our calculation and our math ability without any opinions and not incling ourselves to our personal agenda or purpose...
